Subject: December All-Hands Meeting

To:        EEGLE/KITES PIs

We are tentatively planning on holding the EEGLE/KITES all-hands meeting
at Argonne National Laboratory on 11/30-12/1/2000.  Argonne is located
approximately 25 miles southwest of downtown Chicago, is convenient to
both O'Hare and Midway airports, and has an on-site hotel that can
accommodate the meeting.  One complication, however, is the recent
increase in security concerns at U.S. Department of Energy facilities
(of which Argonne is one).  Because of these concerns, all meeting
attendees will have to be be registered in advance, and attendees who
are foreign nationals will have to complete additional paperwork that
may take some time to process, especially if the foreign national is a
citizen of a 'sensitive' country.  Sensitive countries include China,
India, Pakistan, Russia, and Taiwan as well other countries that were
once part of the Soviet Union, those that have not signed the nuclear
non-proliferation treaty, and those that are suspected of supporting
international terrorism.  If we have the meeting at Argonne, the list of
foreign nationals from sensitive countries who will be allowed to attend
the meeting must be fixed approximately two months before the meeting to
give us sufficient time to complete the paperwork and background checks
that will be required.

Before committing to having the meeting at Argonne, we need to know how
much of a problem these security procedures are likely to be.
Therefore,  I am asking you to reply to me telling me how many foreign
nationals in your group will likely be attending the meeting and their
countries of citizenship.  Please reply by June 8.
