Subject: modification to PSS file headers

Recently, Jim Liebig (GLERL) raised some valid questions regarding the accuracy 
and/or time zone of the Date and Time information at the top of the PSS data files.  
Therefore, I replaced the "Date" and "Time" header information with the Day of Year 
(DOY) and GMT time from the appropriate OP Log.  See the example below.
