This venue seems by far to have the most common ground among all participants. Matt Julius and I will take the lead for this process. Although the details will have to be approved by the L&O editorial board, we know that it will have to be an open issue. I don't yet know how we'll define the topic specifically (suggestions welcome). We will link it with Brian's proposed special session at the Feb Ocean Sciences meeting. Other outside contributions could come from the West coast CoOP program. Funding is also to be determined, it will certainly be a combination of page charges with some NSF support. NOAA is apparently unable to offer any funds. We will still aim to have ms outlines from EEGLE-KITES by the August All-Hands meeting in Houghton. Can have restricted special section in a volume (which we could also produce as a special bound volume). Editing policy is similar to L&O. Cost similar or a bit less. Biologist don't like this option. CSR: They wanted TWO issues for the number of papers we suggested. The US Editor asked us to consider "Topical Studies in Oceanography" instead.
