NOAA is congressionally mandated to research and provide products on the changing climate to the public. GLERL has researched climate change impacts on the Great Lakes water resources since the 1980s.
NOAA's role is to understand and forecast what impact climate has on ecosystems with respect to long-term climatic and weather related events.
